Announcing the 2025 Awardees of the Elliot Cades Awards for Literature

We are pleased to announce Alani Apio and Kristiana Kahakauwila as the recipients of the 2025 Elliot Cades Awards for Literature. Kanaka ʻŌiwi playwright Alani Apio is the recipient of the Established Writer award, and Kanaka Maoli writer Kristiana Kahakauwila is the recipient of the Emerging Writer award.

The Elliot Cades Awards for Literature are given to writers whose published work demonstrates high literary quality and whose work is in or of Hawaiʻi. The candidates are nominated by the public. Since its establishment by Charlotte and J. Russell Cades in 1988, the awards have been administered by the Hawaiʻi Literary Arts Council until its succession by Friends of the Library of Hawaiʻi in 2026.

Friends of the Library of Hawaiʻi will present the awards on Saturday, November 14, at 10 a.m. at Hawaiʻi State Library. The event is free and open to the public.

2025 Established Writer Awardee: Alani Apio

Alani Apio is a playwright, poet, essayist, woodworker, and actor born in Honolulu and raised in Puʻuloa, aka ʻEwa Beach, Oʻahu. He attended the Kamehameha Schools and earned a Bachelor of Arts in Drama and Theatre from the University of Hawaiʻi in 1988. He is the acclaimed author of the plays Kāmau: The Trilogy—Kāmau (1994), Kāmau Aʻe (1998), and Ua Pau (2019)—a saga following four generations of a mixed-Hawaiian family as they navigate the prolonged impacts and generational trauma of poverty, displacement, mental health, and US tourism in Hawaiʻi. The semi-autobiographical trilogy was commissioned and staged in its entirety for the first time in 2024 by Kumu Kahua Theatre. Each play, and the trilogy as a whole, has also won numerous Poʻokela theater awards over the past thirty years.

Mr. Apio is also known for his advocacy work and lifelong commitment to Native Hawaiian rights and environmental conservation. He is a co-founder of the non-profit organization Kanu Hawaiʻi, championing Native Hawaiian culture, self-resilience, and sustainability practices, and serves as a founding board member of Hui Aloha, bringing awareness to the housing crisis in Hawaiʻi and solutions to homelessness.

2025 Emerging Writer Awardee: Kristiana Kahakauwila

Kristiana Kahakauwila is a writer of Kanaka Maoli, German, and Norwegian descent from Southern California whose body of work, from short stories to middle-grade fantasy, explores themes of mixed identity, ancestry, and the cultural underbellies of contemporary Hawaiʻi.

Her debut short-story collection, This Is Paradise: Stories, was named a Barnes & Noble Discover Great New Writers pick and a finalist for the William Saroyan International Prize for Writing. Her middle-grade novel Clairboyance, published in 2025, was awarded a Junior Library Guild Gold Standard selection and an Asian/Pacific American Librarians Association (APALA) Children’s Literature Honor of that year. Her works have also been published in Kīpuka: Finding Refuge in Times of Change, Nonwhite & Woman, and the literary journal Hunger Mountain, among others.

Ms. Kahakauwila earned a BA in Comparative Literature from Princeton University and an MFA in Creative Writing from the University of Michigan. She currently serves as an Associate Professor in the Department of English at the University of Hawaiʻi at Mānoa, where she directs the Creative Writing Program.

2024 Legislator of the Year

We are honored to present the Mahalo Award to State Senator Lynn DeCoite as the 2024 Legislator of the Year. The Mahalo Award is presented annually to a state legislator who has demonstrated exemplary support of Hawai‘i’s public libraries during the prior legislative session.

Senator DeCoite has been involved in the state legislature since 2015 when she was appointed to represent District 13 the Hawaiʻi State House of Representatives. Since 2021 she has represented District 7 in the Hawaiʻi State Senate. In addition to her commitment to increasing food production in our islands, protecting our environment, advocating for greater access to affordable housing and reliable inter-island transportation, Senator DeCoite is a leader in promoting literacy and elevating the public libraries in her district, including the Lānaʻi Public Library, the Hāna Public & School Library, Makawao Public Library and the Molokaʻi Public Library.

Senator DeCoite’s support for the libraries and literacy extends far beyond the 2024 legislative session. Since 2019 she has promoted childhood literacy through ‘Ohana Readers, an affiliate of Dolly Parton’s Imagination Library, a program that offers free, monthly, age-appropriate books to Molokaʻi, Lānaʻi, and Hāna keiki ages under the age of five. The program was launched as an initiative of then First Lady Dawn Amano-Ige in partnership with then Representative DeCoite, the Learning to Grow program of the state Department of Human Services, the Hawaiʻi State Public Library System, Friends of the Library of Hawaiʻi, and Read to Me International.

It’s been a pleasure to work with Senator DeCoite to bring books into the homes of her constituents through the ‘Ohana Readers program,” said Nainoa Mau, Executive Director of Friends of the Library of Hawaiʻi. “We are delighted to honor her with the Mahalo Award as our 2024 Legislator of the Year.”

Senator DeCoite knows the power a library has to be a community resource, and she has been an advocate for the renovations at the Molokaʻi Public Library to make it a bright and welcoming place for residents to learn and gather. And she has promoted the free employment training resources at the Molokaʻi Public Library, which is a partnership between Goodwill Hawaiʻi, the American Job Center, and the Hawaiʻi State Public Library System.

State Librarian Stacey Aldrich remarked, “Senator DeCoite cares deeply about her community and the library, and works to build bridges to make it a resource for all.

Senator DeCoite was honored by Friends of the Library of Hawaiʻi at their Annual Meeting on February 19, 2025 at the Hawai‘i State Library. Additionally, copies of her favorite book, Curious George by H. A. Rey, will be donated to the Molokaʻi Public Library and the Hawaiʻi State Library in her honor.

2023 Legislator of the Year

HONOLULU – The Friends of the Library of Hawaiʻi (FLH) presented the Mahalo Award to State Representative David A. Tarnas as the 2023 Legislator of the Year at the FLH Annual Meeting on February 28th at the Hawai‘i State Public Library. The Mahalo Award is presented annually to a state legislator who has demonstrated exemplary support of Hawai‘i’s public libraries during the prior legislative session.

State Representative David A. Tarnas is a strong advocate for the long-planned Waikoloa branch of the Hawaiʻi State Public Library System. With his support, planning and design for this project, which has been steadfastly promoted for 14 years by the Friends of the Waikoloa Public Library, is underway.

Rep. Tarnas has been in regular contact with the Friends during this process, and the partnership is producing results. Features planned for the 12,000 square foot library include a Friends of the Library bookstore, early learning classroom space and play area, small meeting spaces, and a community meeting room.

Thanks to Rep. Tarnas, the project has more than half the funding needed for construction, and his top priority for this Legislative Session is to secure the remaining funds. His support ensures that this branch will be the next exciting addition to the statewide public library system. We share his vision of a library that will nourish minds and contribute to this thriving community.

Rep. Tarnas represents the Hawai’i Island House District 8 (North and South Kohala) and serves as the Chair of the House Committee on Judiciary and Hawaiian Affairs.

Rep. Tarnas is now serving his fifth term as State Representative for the Kohala districts, having first served from 1994-1998, and from 2018 to present. He has lived in the district for over 37 years and brings extensive experience to his role.

As a professional environmental planner, Rep. Tarnas has consulted on a wide variety of projects in Hawaiʻi and overseas in the Pacific, Southeast Asia, Middle East, and North Africa. He and his wife Carolyn live in Waimea and have raised two children, one of whom is currently a public health graduate student, and the other is a planetary scientist working in the private space industry.

“Our public library offered our family a gateway to explore and learn,” said Rep. Tarnas. “I am very grateful for the positive impact the library had in our lives and am committed to do everything I can to support our State Public Library System.”

The continued support of Rep. Tarnas ensures that the dreams of the Waikoloa community for a Waikoloa Public Library will be realized for the 52nd branch of the Hawaiʻi State Public Library System.  The Friends of the Library of Hawaiʻi is thankful to have such a strong supporter in our legislature.

2021 & 2022 Legislators of the Year

FLH President Kathy Fay Fay presented the 2021 Mahalo Award to Rep. Justin Woodson (House District 9, Kahului, Puʻunēnē, and a portion of Wailuku) who has served on the House Education committee since 2017 and has had oversight over public libraries in his role. Due to the pandemic conditions in early 2021, the Friends of the Library of Hawaiʻi postponed this award to this year.

In accepting the award, Rep. Woodson shared some of his memories of the public library during his childhood. He spoke of the library experience coming full circle as he now enjoys frequenting the Kahului Library with his children. Rep. Woodson chose the book, “The Audacity of Hope,” by Barack Obama to be donated to the Hawaiʻi State Library and his home Kahului Public Library branch in his honor.

During the pandemic, Rep. Woodson brought crucial support to retain staffing at the public libraries and helped the system weather the budgetary constraints the pandemic posed. Rep. Woodson has also vigorously supported various State Library capital improvement projects across the state, and through proposed legislation hopes to incorporate fairer publisher pricing practices into law. The capital improvement projects have helped to improve library services for his community and many around the state. The push for fairer publisher pricing will greatly assist our public libraries to offer more titles and copies to help meet the needs of patrons.

Fay also presented the 2022 Mahalo Award to Lt, Gov. Sylvia Luke (awarded for her time as a State Representative, House District 25 – Maikiki, Punchbowl, Nuʻuanu, Dowsett Highlands, Pacific Heights, and Pauoa). Throughout her tenure in the State House of Representatives, then Rep. Luke supported library budgets to maintain library services and staff through her position as House Finance Committee Chair. She also showed an interest in new and innovative ideas to expand public library services. Rep. Luke worked with the library system administration to explore new services that would enhance the public library spaces as more than just repositories of books. Early childhood education is an area of opportunity that then Rep. and now Lt. Gov. Luke looks forward to developing.

Lt. Gov. Luke spoke about her love for libraries and reflected on the many ways they have helped her. Born in South Korea, she attended Queen Kaʻahumanu Elementary School as a 5th-grader not knowing any English. Her visits to the library were an opportunity to learn new English words while looking through colorful children’s books. In middle school and high school, libraries became a place of exploration and research — fueling her passion for science.

As a young mother, she would take her son, Logan, to keiki story time read-aloud, and one of their favorite books was “The Giving Tree” by Shel Silverstein. Lt. Gov. Luke selected this book to donate to the Hawaiʻi State Public Library System and the Liliha Public Library branch.

During her time as House Finance Committee Chair, she also supported many major Capital Improvement Projects to improve libraries across the state and worked with the Legislature to appropriate $33.6 million to modernize he libraries’ facilities and meet the evolving needs of Hawaii’s communities. She said she is proud to continue supporting the Friends of the Library of Hawaiʻi and the vitality of public libraries in her new role as the lieutenant governor.

“Rep. Woodson and Lt. Gov. Luke have been remarkable supporters of public libraries in Hawaiʻi,” said FLH President Kathy Fay. “We recognize and thank them for their outstanding service.”

The Mahalo Award is presented annually to a State legislator who has demonstrated exemplary support of Hawai‘i’s public libraries.
